Relocation Reimbursements

I had to repay a relocation package of $2500 to a previous employer this year, they charged me for taxes and a $450 administration fee as well so the total came up to $4400. Am i eligible to deduct all $4400 and will i have to itemize to deduct this since it is over $3000? This was reported as income on my W-2 in 2017.
